Cards from Malaysia?

My brother is going to Malaysia in June. I've been told that electronics cost up to 80% less there, than they do here. If that's the case, I'm going to get him to buy whatever the best card is when he's there.
So two questions:
1) Does anyone know if it's true about graphic cards being very cheap there?
2) If I buy a card there, should it work fine in my system here?
