So I've been looking at basic DDR3 1600 RAM, and noticed CAS latency. 9 seemed to be the average, with cheaper ones at 11 and slightly more expensive at 8. I decided to look it up, and found pages like these:

Here, they're talking about CAS-3 being basic and CAS-2 being the step up. Er... I couldn't even find any mainstream RAM with a latency under 8. Did I Google what I meant to?
The format's like this: 9-9-9-24 (not sure about the last number. Also, you already know the format). In the CAS Latency article, it only referred to CAS-2 and CAS-3 in those formats, not the x-x-x-zy.
I'm confused.... Out of everything, I get confused on the RAM. That's me!
