I have a darkflash Dk351 case and a cougar Gex 850 power supply, The PSU's fan side is facing bottom but it is a bit elevated when screwed onto the case, but when I flip it over and face the fan Inside the case it seems to fit. Which orientation should I place it? PSU fan facing up or down? 🤔

Not quite clear on what you mean by "slightly elevated".

Elevated from what? A picture might help.

I'd say it is OK, UNLESS something has been damaged or mis-assembled at the factory or is outright incompatible. Cases are not made to close tolerances like a car engine, so exact fits are not always the results.

In the real world, it might not matter if it were "upside down". We know nothing about your case airflow, interior temps, etc. But maybe temps terrify you and you lay awake in bed thinking about this.

The pictures of the case on their website indicate that there is a filtered air inlet on the bottom of the case below where the power supply would be mounted. If your case does indeed have that air inlet then it would be OK to have the power supply air inlet and fan facing down directly above the case's air inlet.

Yes but when I placed it like that and screw my PSU in place I need it to elevate the PSU's butt a little bit so that the 4 screws should fit in the 4 holes of the PSU, is it ok?

As long as this mounting does not stress the metal of the case or the power supply and distort them it would be OK. The primary consideration is aligning the power supply's air inlet with the air inlet on the bottom of the case.

Does it take in cool air from the outside when placed like that? Or does the fan blow out?

Is it mounted sturdily when placed like that?
Yes it is placed sturdy and the fan is facing downward, but my concern is that its but is elevated slightly, is it ok?
