I have Antec NX400 cabinet. And Gskill ripjaws 16GB RAM (8x2).
And i planning to buy Gigabyte rtx 4060 gaming 8gb oc and Lian Li Galahead 240 liquid cooler.

Will the liquid cooler fit properly on top side of the case? Or will there be any clearance issue due to the RAM?

Also, if i fit the liquid cooler in front side, will it fit properly with the graphics card or will there be any clearance issue? ( As the gigabyte 4060 gaming is a triple fan card).

You wont have any clearance problems with mounting the radiator on top.
You would also be fine with the radiator being mounted on the front, although it would be a tight fit since there is about 5cm left between the 4060 and the max supported GPU length, and since the front panel is not mesh, but a plastic panel with small vents on the side, the fans would get less air in the case. So I think the best option is to mount it on the top, which has clear airflow pattern, with nothing blocking it, and it wouldn't be a tight fit

Thank you. Someone had told me that if i mount the aio on top, there would be some kind of clearance issue due to my RAM height. Would that be a issue or will it have enough space for aio and ram?

To be honest i do not know if the RAM height will be an issue, as i don't have first hand experience with your exact pc specs, and i haven't built it myself so i can speak with experience, so you will simply have to see it yourself. If the AIO fits on the top then great, if it doesn't, you can always put the AIO on the front. Ofcourse it would be a a bit of a less effective option, since you have a closed front panel, but it shouldnt have major problems with cooling your cpu. Personally, i think your RAM sticks wont interfere with the AIO, but dont completely take my word for it.

Okay. If somehow there's an issue mounting radiator on top and i have to mount it in front, would there be any issue to my gpu or any other pc parts in long-term?

In case you need my pc specs-
Intel i5 9600k
MSI Mag Z390 Tomahawk motherboard
Antec NX400 cabinet
Gskill Ripjaws 16gb RAM 3000mhz (8x2)
Cooler master 650w PSU

And planning to buy-
Gigabyte rtx 4060 Gaming 8gb oc
Lian li galahead 240 liquid cooler

Looking at the specs of the case, gpu and case, there will be no way to fit in the front too.
The radiator is 2,7cm wide, add fans on top of that which are 2,5cm wide, together thats 5.2cm.
The gigabyte 4060 is 28.1cm long, and ur case supports gpu's up to 33cm long.
But add the gpu's 28.1cm, and AIO's 5.2cm, in total that is 33.3cm, which means the AIO wouldn't, in other words its 3mm longer than it has to be.
U have 2 options:
1)Go for a shorter GPU, im sure u can find 4060's which are cooled by 2 fans, instead of 3, or
2) Buy that LianLi AIO but instead of its 2,5mm fans, u will need to buy nee 1,5mm ones.
To be honest getting a shorter gpu will be the easier route than having to order new set of fans, mount them, wire them, etc..
Edit: other than clearance, i don't see any other potential problems regarding your pc
