looking to upgrade my cooling system:

I'm wanting a controller and 4 fans

2 will be top mounted to exhaust case

1 will be base mounted forcing air upwards and 1 from the front drawing in cool air.

2 will be 120s 2 will be 140s

the 140s will be the top mounted exhaust fans.

what would you recommend ideally don't want lit up fans.

would this be a good set up to keep case cool?

cheers

Depends upon your money limits. I really like Noctua as a brand. Noctua NF-A14 are good PWM silent running 140mm fans, and Noctua NF-S12A for the 120mm. These cost about £20 each though, so you may not want to fork out that much. The Corsair SP120 Quiet edition are on the cheaper side, but still offer reasonable performance.
What case do you have?
What is inside that you need to cool?
What kind of cpu cooler do you have?
Do you care about noise?
Do you care about keeping dust out?
Do you have a budget?
What is your objective?
What do you expect a fan controller to do?

Fans do not cool(cases do not sweat), they bring in fresh air and send hot air out.

It would be the unusual situation that really needs more than two front 120 or 140mm intake fans and one exhaust fan in the rear.
