Case Fan Dead or Alive

basicly my case fan is still giving red LED but its not spinning anymore, is it dead?

Solution
If the led is lighting up and the fan no longer spins it's most likely dead. Try using your finger to give the fan blades a slight spin, do the fan blades spin real easy and freely? Or does it feel like there's resistance and the fan barely spins? It should spin several times easily using your finger, if it doesn't or if it only makes one revolution and stops short then the bearing probably went bad and will need replaced.

Well i cleaned it up and now my MAX rpm is 598
so i guess its kinda broken
