Case Fan keeps running even after MSI GTX 960 GAMING 4G cools down.

Title is self evident. My graphics card will start using its fan while I am playing - which is fine - and my case fan will also activate. However, even after the card is cooled down several hours after the high-intensity use, my case fan will still be running extremely loudly. Why doesn't it stop running at full speed?
 



I don't think that's it. My CPU never has problems cooling down. I mean that the case fan is running at full speed a huge amount of time after the gaming session, and won't stop until I hibernate/shut down my machine.

I have an XPS 8300 with an i7-2600 (regular), 8 GB RAM, the stated card, and a H67 mobo.
 


There's also the fact that I have next-to-no experience with BIOS fiddling. I know that something is wrong with whatever is telling the fan to shut off, but I don't know how to fix that. Is Speedfan just a band-aid manually turn down the fan thing or will it help with automatically going back down?
