Case fan on Phantom 410

So recently I upgraded my Hyper 212 Evo to a Corsair H105. The radiator was mounted on top so I moved the 240mm LED fan to the front of the case and the fan that was there got moved to the side. This fan worked just fine prior to moving it. Now all of my fans, which go through the onboard fan controller that comes with the Phantom 410 work except this one. I have plugged it directly into the mobo chassis fan headers and I have swapped out which cable its plugged into for the fan controller. I can not figure out why this fan will not work. Any ideas?

I have tried this with another fan as well and they do not work. Chassis Fan interface it is plugged into shows as NA in UEFI. I have tried setting it to turbo with no luck. I know this fan functions so what is the deal? Any help would be appreciated.
