Case fan problem

I have recently encountered an issue with my fan. It starts making a noise like its hitting something when I turn my pc on. When I touch it it spins normally and quietly and then starts making noise again. After a couple of touches it spins quietly with no problems for the rest of my pc session. After turning my pc off and on it I have to do the same thing to make it work again. My fan is NZXT FN V2 120mm stock case fan.

If the fan blades are not contacting anything, then I'd say the fan is of a quality that it is already showing age. Depending on the type of technology the fan uses, it can develop 'play' over time. The way you describe touching it to alter that play makes sense, as does it quieting down as it warms up. If nothing is touching the blades, and the fan is securely mounted, then I would replace it.
