Case fan running slow

hi my problem is one of my 2 case fans is spinning super slow like 900 rpm compared to my other fan running at almost 4000 i'm really confused could it be becuse one is connected via molex and to the board ( the one spinning at almost 4000) and my other one is connected only with molex becuse the cable won't reach the spot on the motherboard. please help

Im not sure if it''s listing min or max speed here, or if this is the model you're looking at: http://www.newegg.com/Product/Product.aspx?Item=N82E16835124023
but I think it says that it maxes out at 950 rpm. Aside from that I feel like I usually hear of around 2000 rpm being the average max speed for a lot of fans that size (although im not saying it couldnt be higher). I'm not sure that it's a problem if the computer is still staying cool. I don't think i've ever seen my cpu fan go above 600-700 rpm short of certain programs designed to stress it (even then it caps out at 2000)

In fact, the only fans I have that spin at 4000 are my tiny 40 mm fans that came with my board, which considering their size isnt unexpected. Are you sure you/your fan speed software is getting that speed correctly
