Case fan speed controller

Are there any case fan speed controller... my system is running way too cool that my system temperature was the same as the room temperature... but the noise still occur.... I want to turn down the speed of my case fan that was plug on the chasis fan slot on my motherboard... not the fan that plugs on the power supply.

Are there any software that can lower the Case fan speed? I need those software because i found out my computer was way too noisy.
 
I haven't heard of any software that'll do what you want, but you could buy a zalman fanmate, or a 5,25" fan controller, like a CoolerMaster Aerogate to lower the speed of your fans.
 
Just about any decent fan controller will let you mantually set speeds, I thought. I thought this one "looked" useful http://www.frozencpu.com/bus-74.html, whether or not it's any good, I dunno.

I personally would rather have it done via hardware than software, but that's just me. I've had the Aerogate III for a while now. Can monitor temps, rpm and adjust voltage from 5v-12v. It would be nice if it had custom modes where you could hit one button say when you game and have all the fans jump to 12v. But for the $13 shipped I got it for, I'm not complaining.
