Case fan splitting

Is it safe / ok to split the sysfan outputs on the motherboard? (I have 4 fans and 3 sysfan outputs). Also, will this reduce the amount of power being delivered to each fan meaning that they run slower and cool less effectively?

Yes, it is safe to split the fan header to power two fans.
Both fans will receive the same voltage (and thus run at the desired speed), but they will draw twice the power (current). That will not be an issue for two fans on one header, but there is a limit to how much a single fan header can deliver.
