Case fans directly to PSU

I have a motherboard that supports only 1x 4 pin case fan. I have 3, and I dont care if they run at full speed, but I want to know that with only connections to the PSU, will it spin even when the system is off as long as the psu is on.

If so, will I need a fan controller connected to my motherboard to keep them off when the system is off?

They will spin as long as your computer is turned on, or until you shutdown or put into sleep.
