Case fans loud

I have recently purchased a Corsair AF140 quiet edition and an AF120 quiet edition for my NZXT s340 elite. However, I have noticed that the fans are really loud and annoying even when I'm just browsing the internet. Is there a way I can lower the rpm of my fans to make it run quieter? I tried to change my chassis fan speed in my ASUS ROG STRIX B350-F motherboard bios but it doesn't really seem to have any effect. All my fans are plugged into a Silverstone fan hub.

You can control 3 pin fans via “voltage mode” rather than PWM. You should be able to find the option in your BIOS to operate your fans in voltage mode to control the speed of the fans. Locate the fan hub in the BIOS and see if you can switch the method of control from PWM to voltage mode.
