Question Case Fans not ramping up with temp rise

CPU - Ryzen 3600 (Stock Cooler)
MOBO - MSI B450 Tomahawk Max

Just built this pc a couple days ago, and I noticed that my CPU is running pretty warm, 45-50C (IDLE) and I cant even run warzone with out temps reaching 85-90c.
I also noticed my case fans are not ramping up or down with increase in temps.
I went into the BIOS to see if i could fix the problem and I noticed the case fans are ramping up and down in rpm like crazy on the chart but they aren't actually doing anything in the case.
I added a Pic of the CPU fan and the Case Fan.
Anyone have any ideas on what to do?

What case do you have? Are the case fans attached to the motherboard?

Lian li cool 2, and yes they are.

mesh or tempered glass version? main difference is the fronts

I don't know answer to question, I was just getting more info. I don't have that motherboard but I am sure someone will help
