case fans not working with power to the Mobo ?

Ok, so im currently building my second ever custom PC build, please take into account, i still have the GPU, CPU and windows still left to order.... so basically ive put together what i can in the build so far, and ive added some blue led fans (corsair SP & AF 140), i wanted to test if i was getting power to the mobo (asus z170-deluxe) with my psu (Evga Supernova G2 850w) and the reset button on power button on the mobo light up fine also with a pulsating light which is on the mobo. what i dont understand is, if there is power going to the mobo shouldnt the fans work if i press the power button on the mobo ? or do i need my processor installed ?

i understand with my case (NZXT H440) it has a extention for fans round the back of where the mobo goes with a wire already attached with one end a 4 pin molex, ive even added my perif wire from the psu to this molex connection to try the fans in the extension and still no fans working ?

ive plugged in all the front panel wires, the 24pin wire and the 4+4pin cpu wire, please help
