The side panel on my case has mounting holes for a fan. If I were to attach a fan there, should it be blowing in or out? I have a typical setup -- PSU blowing up/out, rear fan blowing out, two front fans blowing in.

Depends on the case and where the fan is located. I have had cases that work differently. One case will work better with the fan blowing in, some cases work better with it blowing out.

Most of the time, I have found they work best blowing out. Its simple enough to try it both ways, and see which way works the best.

If it sits over the video card (prefered), have it blow in to cool it. If it sits over the chipset, have it blow in to cool it. If it sits over the RAM, have it blow in to cool it. If it sits some stupid place, flip a coin.

LOL! How come it's very easy to place a fan anywhere you want when making a case, but some cheaper manufacturers, just seem to place one randomly anywhere on the case??

They count on buyer's ignorance. Buyers get these cases based on looks, not function, so designers put the fan in whatever place they think it looks best, not intending on making it function well.
