What do I have to do to get to speak to Cassius Curio and get a reply? It's
been a long time since I played Hiallu(?),and I've completed the quests up
to him, but he keeps asking me to take off my clothes (do this little
favor).

So take off your clothes. 🙂 Then he'll advance you in House Hlaalu and
speak to you again.

Unequip all your clothes and armour and talk to him again, I think. He's a
strange 'un, Curio.

To continue, take off all your clothes, including jewellery, weapons &
armour, and talk to him. You'll be able to put them all back on shortly
afterwards.
