Please help, have laid two separate CAT 6 cables going to two separate rooms.
Both independent of each other.
A patch cable runs between the router to wall socket for both cables.
I have used a network tester to test cables and this shows everything is connected as should be.
However once
connected to laptop there is no network access.

Of course, networking is often not quite plug&play, there is more to it than putting two copper wires together.

Did you follow the color coding 568a/568b standards?
Did you crimp or punch?
Did you use solid copper? no stranded.
Are your equipment new enough to support auto-MDIX? Otherwise a Cross-over patch maybe required.
What do the tinny LED by the NIC RJ45 say? (may have to read the manuals for exact meaning)
Can you PING? (standard network troubleshooting tool).
IPCONFIG says? (another standard networking troubleshooting command)
