Catalyst Control Center Issue with GPU scaling, cant fullscreen lower resolutions than native

whenever i go lower resolution than my native 1920x1080, the screen seems to be using centered timings (maintains the small native resolution with black borders on my panel screen). i WANT to make it scale to full panel size. i'm using HDMI from VGA (r9 290) -> HDMI Monitor (24" playstation tv)

scale image to full panel size is already selected. in the overscan slider, it is greyed out and i cannot change it.

that is normal.. it happens if you lower resolutions on a 16:9 monitor

i forgot to add, its weird, but it DOES fullscreen if and ONLY if i use 1280x720

yes
720 is hd 16:9
1080 is full hd 16:9

the next will be 1440 which is 2k 16:9

its abt aspect ratio

if you want to go lower than 720 then try 360 or 480..it might work

thanks, that does make sense. however, 1600 x 900 is also 16:9 but it does not show up as fullscreen

but it isnt commonly supported by display manufacturers....
