CCC +20% power limit

Hello, I have r9 380 and if I put tdp at stock core clock fluctuates between 920mhz and 990mhz. But when I increase power limit to +20% It stays constant 990 during gaming. Its a gigabyte g1 4gb version. So what I am asking is is it safe to put power limit to +20% if I don't overclock at all, just let it at stock 990 mhz?

Anyone? Could it damage my card or not at stock speed?
