ccc doesn't exist???? so how do i use radeon setting to crossfire

install about every think amd has for win 7 64 and still have no CCC it looks like they use radeon settings now but I can't get the crossfire option to appear in it. GPU-z shows and control panel show both cards fine. GPU-z shows amd crossfire disabled but available. got radeon settings 16.7.2 running. I also have a bunch of screen shots but can't load them here?

2 cards are Hd7950 and R9 280 both sapphire.
