hi all
if both of them are fresh graduate,
if PhD student studied 4 years of Internetworking, then assume CCIE candidate completed 4 Expert certificates like (CCIE R&S/Security/Data center) and CCDE.

so which one is preferred for you ?

None of the above. People with only degrees or certifications cannot actually do the job. These are senior positions that require lots of skills that in addition to the technical expertise require a lot of experience dealing with all the politics of even simple equipment selection. Every company is unique and the many time the best technical solution will not always be the most acceptable. Sure you could get a entry level position but if that is your goal you are better off taking the entry level position and continue to work on your training while you collect a pay check.

That said it is highly unlikely you can pass the ccie lab part of the cert without actually having real hands on work experience. A very small number of people used to do it but it is much much harder now that they have all the troubleshooting things in the labs.

..by the way I have ccie almost 10yrs in r&s and security.
