CCleaner Registry backup problem

WIN 10---I ran CCLeaner to clean the registry,i made a back-up...then i got a problem with my task bar(cannot move/add icons,cannot rename groups etc) ...then i tried to restore the backup but there is a error --->"Not all data was successfully written on the registry.Some Keys are open by the system or other processes,or you have insufficent privilage to perform this operation" PLZ HELP

i didn't know it was off. Will stop recommending it as an option then.

i was lucky a few days ago that the installer made a restore point as i had to use it soon after.

otherwise best choice is reset
go to settings/update & security/recovery/reset this pc
two choices, keep files and settings, or wipe it all. Either choice requires you to reinstall all your programs again
It will restart pc and reinstall win 10
You shouldn't use ccleaner to edit registry, there are warnings all over internet... anyway

Try running system restore and see if that helps, hopefully its not too long ago:

To restore your PC to an earlier point in time
* Press Windows Key + R to open run command
* Type rstrui and hit Enter key.
* Select Recommended Restore or any other restore point and click Next
* Follow the instructions to restore your PC to earlier.
 
I agree with Colif, but would add that in Windows 10, System Restore is OFF by default, so unless you've gone to the System applet of the Control Panel and turned it on, you may not be able to take advantage of it. Some manufacturers turn it on prior to shipping (I recently saw an Asus that did), so be sure to check.

By the way, full system backups to external hard drives ALWAYS work.

if you can, use another computer to create a windows 10 install usb or dvd (your choice): https://www.microsoft.com/en-au/software-download/windows10
Its a boot disc if nothing else
Change bios on pc to boot from which ever you made, hdd second
boot from it and then on second screen after language choice, select repair this pc, not install
now select reset

your problem isn't that your taskbar doesn't work, its your registry is broken and until you reinstall win 10 its not likely to get any better. Registry is the core of windows.

I am hoping this is enough, I am not sure what "settings" includes, I am hoping its not the registry or you may need a clean install to fix it.
 
Colif, FWIW, some manufacturers are setting System Restore on. I have a friend who just got an Asus laptop, and it was set on. My 4 month old Dell and the Insider versions I've installed all have it set off. Why MS sneakily makes changes like this, I guess we'll never know. I can say that the county I live in turns it off in their computers because they fear somebody could restore a virus. It seems the benefits of having it on outweighs the concern, but then they didn't ask me either. ;-)
