CD Burner burning DVDs.....

Does anyone know if there such a thing? Can you burn a dvd using a regular
cd burner? If so what program can do that?

A CD burner CANNOT burn a DVD. You HAVE to buy a DVD burner for that.

Do you mean as in ripping a DVD to Divx/Xvid format and then burning to CD?

I think Nero burns DVD to CD as a mini-DVD but don't know if it will
play in a standard DVD player.
