that is limited by the drive itself. it should say what the speeds it is capable of include.
though it has been a very long time since i burned a cd, using the faster speeds usually caused all kinds of issues with compatibility. audio cd's would not work on cd players very often and other compatibility issues like that.
but slowing it down and only burning at like 8x or so usually fixed those issues.
Go to "my computer" "This PC" and right click on any drive to go to properties, switch to the hardware tab and search for your dvd, it usually has dvd as part of its name, type that whole model number into google and you will find the specs of the drive which will also tell you the max speeds.
