CD-Rom detected in BIOS but will not boot

I am trying to install windows 7 on a new HDD but after putting in the installation cd and starting the machine up it says "Boot from CD:" but does not say "Press any key to boot from cd". I tried pressing keys on the keyboard and nothing happens. Tries to boot to HDD and restarts. I tried pressing ESC to go into boot menu and select cd-rom but same thing. HDD is on IDE 0 as master and cd-rom is on IDE 1 as master. CMOS detects the drives fine. I stuck the windows cd in a working computer and it opened as a installation cd. I tried replacing the cd-rom itself and still same issue. Going into the BIOS/CMOS setup it says Pheonix - Award WorkstationBIOS CMOS Setup Utility v6.0 and motherboard is a BFG Tech with an AMD Athlon 64 bit Processor. Please assist. Thank you
