The first question to ask is, is it detected by the BIOS. If it is then you should delete the upper and lower filters in Windows, details of how to do this can be found on the Microsoft web site. If the drive is not detected in the BIOS then check the BIOS settings to ensure the drive is enabled and check that all cables are securely fitted.
If the worst comes to the worse and you have to get as new drive they are incredibly cheap nowadays so I would not lose much sleep over it.
