CD ROM not seen

Hello, does anyone know how to have your cd rom recognized? I absent mindedly fdisk'd a partition and forgot to make a start-up disk. as a result, my system will only boot/recognize from A or C. I used a different start-up disk and copied all the dos files from a to c and even used "sys c:" to copy the system files. i believe i have downloaded the correct drivers for the panasonic cd rom from the web site but i am unable to have the system recognize the cd so i can put the cd in and load the OS. it is an old computer (486 packard bell), but i am using it to learn. could anyone help, thank you.
