CD Rom will not recognize win 7 install disk

I have a asus pc5c and trying to upgrade ram to 8 gig but I need 64 bit ver of windows to do it.My samsung cd rom will not recognize the disk is even in the tray. It does spin up but nothing. Other disks no problem just this win 7 install disk.
I HAVE REMOVED THE CDROM FROM DEVICE MANAGER AND THE COMPUTER REINSTALLS IT. I have tried to update the driver and it says I have the latest driver.
I have tried to run it from cmd using setup.exe command but it says no disk in tray.
I have removed the upper and lower filters as is a common fix for CD that is not showing up.
The problem my CD Rom is showing if I search for files just not this disk.

is it a legal copy? was it burned correctly? have you tried it in another computer to see if it's the disk that is the problem?

Yes it is a purchased disk set. Used one time previous on my dead pc. I installed a new mb and hard drive. I used desk wizard to migrate drive but then it was 32 bit. In trying to upgrade I have both disks 32 and 64 bit install disk.
