Celeron J1800 platform can decode 1080p Full-HD?

Hi everyone, there is a really cheap offer with this processor, my friend who need it in his restaurant is just interested to dispay video/clips on a Full HD TV. Do I give him a good suggestion with this platform? Anyone of you had test it intensively and reported some glitches/lags paying Full-HD videos?
I know there is the hardware decoding by video card, but I would be sure from someone experience.

By the looks it should handle it, being a pretty high clocked, 10w cpu. I know 5w cpu's with lower clock speed can handle 1080p so that should handle it.

If you want to be on the safe side you could get an intel i3 NUC or similar mini-box
