Great but the question is what does it mean? Is Katti the guy to come up with a solid AI strategy or at least higher the right people do so? I’m not sure this moves the needle at all?

Presuming it means CTO.
Hmm.
Does he know anything about AI?
Or will he delegate this ASAP?

My pocket evaluation: eh.
I'm reading the bio and definitely a mobile and edge computing guy, some of his papers seem related to automation and machine learning and processing ai workloads at the edge. Not having read the research not sure what it means for Intel's strategy if anything at all. Maybe they see the play around networked ai loads and the compute power problem to resolve as workloads move farther away from the requesting party, or maybe it's a play around intelligent networks via AI and optimization to support seamless and continued contextual ai use cases , between various requestors across an IOT stream or such, maybe it's linking data center for multi-center compute power, who knows? But still don't see a nuts and bolts strategy here of the restructure in question. Maybe it's personal question and Katti is someone who just wins and hence giving him the responsibility.

I'm still thinking Intel needs fresh blood and needs to hire away a winning executive from a competitor to lead this endeavor. Go find your Kirby Smart. A Nick Saban underling who really knows this space and is hungry to take his own team to the top.
