Question Certain apps don't open

Hi,
I am using Windows 10 and always update to the latest version when available. The problem I have is that certain applications on my PC just don't open. For example, I had AMD Radeon Settings installed but when I click the application it doesn't open. I've tried opening as administrator but still no luck. The same thing happens to one other application called 'Handbrake'.

Is there any reason why certain applications might not open? Most of the other applications I use open fine.

Use Task Manger and see if it launches through there, if it shows but the program itself doesn't pop up for you, then end the task by left clicking, for example steam. I used to have a problem where it wouldn't open, I ended the task of steam manger and then steam launched up, kinda like a restart.

yeah I have that problem for one or two of my games so I'm familiar with that step, but for the two applications that wont open they don't even appear on task manager :/, they dont open in the first place. All I see is the momentary blue circle on my cursor which signals loading, then the blue circle disappears and nothing has happened.

I don't really know much else, but try and reinstall the program? Could be a registry mess up for the Program?
