Certain game turning down CPU to 800Ghz

Ok so this is weird. I've been trying to play a certain game. X3 Albion Prelude.However I've been experiencing incredibly low FPS for such an old game. After checking out CPU-Z I found out why. It turns my CPU down to 800GHz. If I go to my AMD CCC setting and mess with the CPU power it'll go back, but only for a minute before going back to 800Ghz. Iv'e tested all my other games and they stay at a set 3000Ghz or 3500GHz when overclocked. This game is the only particular one that does it. Any ideas as to why?
AMD A8-3870 APU 3.00GHz
16G RAM
2x Radeon HD 6790 (Not in crossfire for this game)

Have you patched the game up with all the patches???

Yes Both X3AP and X3TC are patched all the way.

I'm just baffled as to whats in the game to force my cpu down to 800Ghz. For the small frame of time where it runs at the corret speed the game is silky smooth. I really would like to play this game 🙁

I've also re-installed the game quite a few times.

What resolution are you playing the game at?
And at what graphics settings? (ultra, Medium , xyz)

I play my native resolution on my LCD which is 1360x768
As for graphic settings I get the same FPS on Low or high. Which is:
3000Ghz: 87 fps
800Ghz: 18-29 fps

Update: I read those post but I'm not sure how they mean anything? The first shows I should get over 60FPS at all settings. The second is a guy has Heat issues. Which I do not. I play much more intensive games on ultra at 60fps without my CPU coming even close to 60C.
I read the comments in the first post however this happens as soon as I get in the game less than a minute.
