Certain Global Hotkeys Only Work If Related App Has Focus

This appears to be happening with multiple apps, but I've most thoroughly tested this with Discord (a voice chat app), so I'm going to use that as an example:

When (almost) anything other than Discord (the full desktop app, not the in-browser version) has focus, the Push to Talk to key is not recognized. One exception I noticed: When I have the Windows 10 Settings window focused, the PTT key does work.

Here's what I've tried:

  • ■ A different keyboard.
    ■ Every combination of "Run as Administrator" possible.
    ■ Several different USB ports.
    ■ Closing as many other programs/service running as I could.
    ■ Multiple PTT hotkeys. If I use something like Mouse 4, then it works! No keyboard keys I've tried (Alt, Ctrl, several F-keys, even just "6" and Shift-F6, etc).
    ■ Tried booting in safe mode, but Discord doesn't like that audio isn't enabled, and enabling it looked like it was a pain from a quick Google search.
    ■ Uninstalling all the keyboard drivers from Device Manager and restarted (this caused the keyboard to stop working altogether until I restarted).
It worked for a short time, then stopped working, and I have no idea what could have caused it. I am using a Das Pro 4 keyboard with no special drivers/apps, and a Logitech G502 mouse (tried both with and without the Logitech service running).

Also appears that my Media Keys don't work consistently (it seems that if I focus or unfocus my music app, the media key will work once... go figure. This was working at one point, I'm certain).

Lastly, everything wasn't working as described, then, as mentioned, it started working for about a week, then stopped working again. I don't KNOW if this is related, but I was having another issue in one of the games I played that started and stopped working at the exact time as this issue, so it may be related? 1| Can you please pass on your full system's specs inclusive of your peripherals connected?
2| Disable automatic device driver updates and then make sure your BIOS and device drivers(namely chipset and/or USB) are up to date. You should at this point uninstall your mouse and keyboard drivers and reboot to see if the issue is averted.
3| If the issue cropped up after a mandatory/device driver update then try a system restore though it often can and will result in an inoperable system. Please try and perform a repair install.

I recently built a new PC, changing everything but the GPU (waiting on new 10XX series from Nvidia) and I transplanted the SSDs. This issue persisted before and after the new MoBo. I'm trying your other suggestions now, though, but wanted to post my specs.
 


None of the solutions worked. I even tried a full Windows Reset. It worked for 2 days, then stopped working. I was careful to check it after everything I installed. The most recent thing I did, I think, was update Graphics Drivers? I can't think of anything else.
