[SOLVED] Certain GPUs not working with certain Motherboards.

This is going to be a lengthy post, so if you have some time and would like to help me out, thank you for doing so! So I have a situation where I had multiple used PCs that were all confirmed working before, then I mixed and matched parts and put them in new cases as gifts for friends. Again, all of these parts have been working at some point. Now, for some expert to analyze this, I am going to name several parts and how they have worked together pre and post building the PCs.

(all 16gb ram, ddr3 or ddr4 depending on which one)
Old System 1:
Intel Extreme Board dz77ga-70k with a i7-3770k
Gtx 560 Ti
a trash high power psu

Old system 2:
An MSI some type mobo with i7-4770k
Gtx 980
Decent psu (I forget but it’s not trash)

my system (included because I tested things in my pc):
Gigabyte b450m ds3h with a ryzen 5 2600x
Gtx 1060 6gb

also, a mobo from my old Dell xps8700 with an i7-4790k, a gtx 970 I bought used, and a low power 1050 Ti that doesn’t have pci cable power

so, now you know what I have to work with. The 2 systems I bought were working well, the 970 worked, the 1050 Ti works, basically everything worked previously. Also, i tested my 1060 in the intel extreme system, and that worked. I assemble the MSI i7-4770k board with the rest of that system and added the gtx 970, everything worked beautifully, sent off to friend 1 (I no longer have the parts from this system to test anything). Moving on to the intel extreme board with the gtx 980, and it didn’t boot due to my dumb mistake of removing the reset pin or something, but then it didn’t boot at all after that was fixed. It would boot of integrated graphics, but when I tried to boot off of the 980, my monitor would just read “no display port signal”. I also tried the rest of the ports, and it didn’t seem to work. I then tried with the 560 Ti and the 1050 Ti, and again it didn’t work. I thought it was a mobo issue, but people on here said I needed a better psu.
I bought a 550w bronze certified psu from Corsair, and tried it again to no avail. I try switching out mobos to my old Dell xps 8700 mobo, and it didn’t work again. I know this mobo works, and the intel extreme board worked before, so I think it’s the 980. But, then, I put my 1060 into the old mobo system (same system as the intel board, but the intel extreme board is resting to the side atm as I replaced it, just for clarity), and the 1060 works! So, I test the intel board and see if that will work with my 1060, as the 1060 is the only card I didn’t test before I switched motherboards. Still using the Corsair psu, I test it, and the 1060 doesn’t work with the intel extreme board. I then try to test the 980 in my personal system, and it works just fine. Now, the 980 is rated higher than the 1060, and when I played a couple games on my system with the 980, that statement holds true. Now , I’m thinking of doing a “mandatory upgrade” on my system, giving myself the 980, and giving my 1060 to the Dell xps mobo System, because that works. This seems like the best option, but before I finish building and hand this off to my friend, I wanted some input from toms hardware forums.
A quick summary so you hopefully don’t have to go back:

pre build, everything works.
post build, nothing works with intel extreme board. The 1060 works with both my system and the Dell xps mobo. The 980 works with only my system.

So that’s where I am, and I honestly have no idea why the 980 doesn’t work with the Dell xps mobo, and why nothing works with the Intel extreme mobo. While possible, I don’t feel like I damaged anything during building, and I try to handle computer parts very gingerly (I use an anti static wrist band, etc.). So, if you have an analysis, a diagnostic, a fix, a reason, ANYTHING, I would LOVE to hear what you have to say about this mess. Few things cause the video card not to display at all.

Bad power supply (or simply too weak to power the card)
Bad video card
Bad PCIe slot
Motherboard simply not compatible with the card.

With you have a bunch of cards and a bunch of systems go though those and see what may be the cause for each combination.

Solution
Well I’m not sure what. The 980 can’t be bad because it works with my system. The pci e slot on the Dell xps mobo can’t be bad because it works with the 1060. The power supplies are both good power supplies, in my system it’s a 600w thermaltake and in the other system it’s a 550w Corsair psu, which should be enough power for the 980. This means that nothing should be wrong with these, but I don’t know why the mobo wouldn’t be compatible with that psu. The only thing I could possibly think of is that the 1060 needs less power than the 980, and my system has 50w more than the other system. Although pcpartpicker says this system should be fine with 550w, and a link sent to me by someone on this site claimed a 550w would be fine for the 980. Any thoughts?
