Certain steam games will not launch

Dark Souls 3, Rocket League, and Dark Souls 1 all have the same problem. I click play and steam says preparing to launch for 1 second then it closes and the game doesn't even launch. I've tried verifying game files, reinstalling on other drive, updating windows, uninstalling apps that may conflict with the games, running a windows files check through the cmd, disabling anti-virus, I've tried everything. I've been told to check the Event Viewer for windows and it has an error for those 3 games.

My system specs are
intel i7 7700k
16gb ram
gtx 1070
windows 10

Two things I'd try are:

1) reinstall Steam
(don't delete the "Steamapps" folder... I don't know if it removes that folder automatically.. probably? but in the past I've UNHOOKED the non-OS HDD with my games on it then linked back to it in Steam library settings later... alternatively cut/paste the folder as it won't "see" what you did then move it back after installing Steam)

2) test DDR4 memory with MEMTEST86 www.memtest86.com

Seems more likely to be a software issue though, and if the games verify that leaves what, Steam itself?

Not sure why Windows would conflict... also DS1 and DS3 launch on my rig (i7 + GTX1080 +W10 Pro).
 


Tried both of those, didn't fix anything, I saw in some other forum where a guy was having the same issue and someone recommended disabling Razer Synapse. Gonna try that and see if it works.
