Certificate not trusted issue on all websites and browsers

My sister's laptop, running on windows 8, has this problem that she cannot access any websites, including google, youtube etc. because it says the certificate is not trusted, or something along the lines of that. Yes, the date is set correctly, and this happens on all websites and all tried browsers. I tried installing windows updates, but for some reason the update doesn't want to go beyond 13%. Anything I can do to fix this now? First time I've encountered a problem like this..
 
Does it happen on Toms? It should not happen on Toms or any site that does not use encryption. Sites that use any form of encryption (https) require a virtual certificate and your browser verifies this certificate with a trusted server before accessing the encrypted connected site to ensure it is legitimate and safe.

You can check the certificate information from the URL bar. It should tell you information like who issues it and other things. People can put anything they want into these, but if it comes from an official source, everything should at least look valid, not to say it is valid. I would look to see if each site has the same cert
