Challenge #1: Create the cheapest full computer an actual graphics card and CPU.

Details: This computer must contain a grphics card, monitor, keyboard .etc. This computer must be dual core.

Challenge #2: Create the most expenisve computer within normal needs*.

Details: No server parts, no 1000 monitor setup, no 20 fan build and no server software.

I think he did and if you look around there have been some full builds done for like 350$ and the rules are way to fuzzy to really make it a real challenge " no 20 fan build how many fans is fair then I wouldn't feel that 7-8 fans on a tower if it could hold them would be to much but some one else might. And is 1000$ for monitor the cap what about 999$ or 900$ the rules are not defined enough and this kinda tastes like one of those posts lately where people ask like is more ram better? list the reasons why in a essay format.
