Question [Challenge Mode] Troubleshooting black screen / flickering when in low power ?

Ready for a challenge??? Help me troubleshoot this issue that has been killing me for the past 4 months.
Summary:
During low power like watching youtube the screen will go black and self recover and sometimes flash red. When it doesn't recover it crashes the pc by just freezing it while the screen goes black. Reboot recovers the system. *Does not happen while gaming or intensive workloads.

HW/SW Information:
Strix 690-I
Intel 13700K
Strix 4090
G.skill DDR55 32gb (16x2) - 6400MT/s CL32-39-39-102
Corsair sfx 1000w psu
NZXT cooler
980 pro ssd

I have replaced the following:
- GPU (got replaced by Asus for a brand new one.. ikr)
- CPU (new)
- Board (new)
- Ram (new and different company now crucial)
- Hooked up a be quiet 1000w Psu and issue persisted.
- New riser cable (Linkup)
- New DisplayPort cable. Tried HDMI 2.1
- New SSD

Troubleshooting, I have tried the following:
- Complete reformat and fresh install of windows.
- Bios update all drivers update etc.
- Connecting only the essentials attempting to isolate if there was a bad usb device or something.
- Different display ports / hdmi ports.
- All temps are really good. no overclocking. Countless bios setting change fix attempts have not resolved it. Right now it's running at stock configurations.
- Reseating all cables on the board. many times lol.
- using no riser card.
- Integrated graphics does not see this issue from the little testing I have done.

Let's see if we can finally put an end to this craziness.


* A way to replicate the issue is to play Youtube for 10-20 minutes then ramp up the gpu's fans to max. Usually the screen will start to flicker and the computer could fail. Could it be some grounding issue with the open test bench build? Or maybe just the display itself?
** I just erased the machine and I'm running a fresh install of windows 11 pro with everything updated and the latest gpu drivers. Still happening. I'll post a video of the flicker / black screen.
*** Event viewer logs the complete system failures as - Kernel-Power event type 41 category (63).
**** PC has no problem being stress tested for hours. You can run any game benchmark and 3d mark benchmarks no problem. It's only in lower power mode that the display will flicker black/red and self recover or crash the system entirely.

Where did you source the installer for the OS? Did you recreate it to rule out a corrupt installer? You're advised to install the OS in offline mode, then manually install all relevant drivers(with the latest versions) in an elevated command, then hook up to the internet and let the OS undergo updates.

Bios update all drivers update
For the sake of relevance, what BIOS version are you on?

I don't see any mention of DDU, thus;
Use DDU to remove al GPU drivers(Intel, AMD and Nvidia, in safe mode, then manually reinstall with the latest GPU driver in an elevated command, i.e, Right click installer>Run as Administrator.

There is a minimum amount of current drawn from a power supply for it to function properly. I think that this would be an unusual form of failure, but anything is possible. The symptom that you describe would conform to this theory. The fact that the problem only occurs with a minimum load could point to this - or not.

Yeah each time I've created a new bootable drivefrom another computer. Bought a new usb drive too.
I tried to use DDU today to remove the drivers and re-install just the drivers.

I notice that when the display cuts out it glitches red/black but recovers if i hit a key on the keyboard like spacebar. If I don't it will stay black and eventually crash the machine. I'll post a video of what the glitching looks like.

I've tried to hook up 3 different power supplies. I tried to use my buddies 1200w psu he's been reliably using with his 4090 adapter and the issue persisted. I also bought a UPS and tried different outlets in the house and issue persisted.
 
I think I may have discovered an important clue to all of this. I just got a black screen that self recovered after a couple seconds. Discord alerted that the audio route had changed. by default on a new install of windows there is an audio out option called "SPDIF interface (realtek usb 2.0 audio)

any ideas? It's still going on with different monitors and cables.
