Chances of motherboard fault if no display initialized?

This is the first time I have changed almost all components in my PC and still unable to find the culprit.

What happens is that at times, intermittently, when booting up, the display does not initialize at all (monitor shows red light, not blue). However I know it boots successfully to desktop (because of windows start sound).

Initial guess was the gfx card, which i swopped from a 660ti to a 760ti. persistent. next was monitor - i plugged 2 monitors (1 into IGFX, 1 into card), couldn't catch the problem.

continued to change components - PSU, ram slot change, bios reset, fresh hard drive with fresh win 10 installation. no dice.

the last thing i have not changed is the mobo. what are the odds of a mobo being related to gfx not initializing?
