Change default Software download / install path

I have an SSD drive ( 60 gig ) for my OS that is my C drive. I am trying to change all other files that are downloaded and installed to default on my SATA B: Drive. Ive change it in the Reg file but it seems that programs can override it?..

Any suggestions or work arounds?
