Change hard drive letter without reinstalling everything?

Last summer I got a new PC.

It has a 3TB HDD and 256GB SSD for Windows and some games.
I selected A: as the HDD's letter, without knowing it's used for floppies.
Now my Windows is messed up.

Whenever I install a new program on my A: drive, Windows makes the shortcuts look it from C: drive. Also in Windows 8's All Applications menu in the Metro Tiles screen, some of the shortcuts won't work until I manually change the paths to point to A: drive.
Can I still change my A: drives letter to D: for example, without having to re-install everything?

OS: Windows 8.1
 
On Windows 8 simply search for 'Computer Management' Once you find this, on the left hand side select 'Disk Management" under 'Storage'.

You will see a lists of HDD's/SSD's connected here, simply right click the one you want to change and select 'Change Drive Letter and Paths'
