I recently had an issue with my computer when i installed a new USB front panel (separate issue). In trying to resolve this i changed the startup selection in system configuration from selective start up to diagnostic start up. Upon restarting my computer the system booted to a black screen with a cursor.

I have tried ctr-alt-del and booting to safe mode however nether of these have worked, when i hit the F8 key during start up to get into safe mode, nothing happens. I have a recent cloned version of the drive that works however would rather not have to format and clone the drive.

Is there a way of changing the startup selection in system configuration back to selective start up (or otherwise resolving the problem), as i can access the first drives files through its cloned drive?

Alright, then get a windows 7 installation disk or a windows 7 repair disk, and boot from it.
Then choose "repair windows" and let it check for errors and automatically fix them.
P.S.
If you dont have a disk, download one off the internet (legally) and burn it to a USB drive using Windows 7 USB DvD tool
