The files are separate and that's how people make custom themes and such so not risky. It's just a dll file with image files and if that is corrupt it just shows a corrupt image. Plus the windows iso does wonders for restoring it back to normal. I've edited a lot of 7 when I had that but I'm seeing the programs that make the process easy don't work for 10 yet.

The boot screen is no longer user modifiable, it's hard coded into the UEFI for security reasons, unless you disable secure boot (not recommended)
 
Nope, the image still links to the bootres.dll and people are still modifying it and working on windows 10. The only difference is the software that does it "says" it changed it but remains unchanged. So far the workaround is to manually copy the edited file.

I think you confused the uefi boot screen, not the windows boot screen, the one with the windows logo with the spinning dots.
