Changed external hard drive to use to boot windows. How can I restore back to a normal hard drive?

I used my external hard drive (1 TB) to boot windows 10 on my new desktop. I didn't have anything on it so I didn't think hard about it. When I clicked "format" to wipe the drive, the drive would only format back to 32 GB. Is there a way to get my 1 TB drive back? Thanks!
Cheers,
Dan

Open it in Disk Management
Delete all existing partitions.
New partition, and format it to NTFS (it is currently FAT32)
That should return it to full size.
