changing country name

It's such a common error to break sanctuary before changing country
name that I think it shouldn't cost anything to change country name if
your name hasn't been changed from the default number. Just today
someone in the blitz was complaining about two countries who didn't
change their names from numbers. Wby should they, when it costs so
much?

Stated more forcefully, it's really stupid that changing country name
from the default number costs 10% of your bank.

Anyone disagree?

If name changes were free, some players would change names
willy-nilly, and others would not enjoy that.

I have no problem with letting players change from the default name
for free. RFE#1057255. Feel free to send a patch to Wolfpack.

isn't it free to change your country name when the option BLITZ is enabled?
