Changing CPU without tearing down my whole build?

Hey I got this case Obsidian 750D that allows me to remove and replace CPU cooler system without removing motherboard, so I have this idea to remove my cooler/heatsink and cpu to replace new CPU without needing to remove anything else, can I do it safely without damaging anything?

Reason I need to do this I'm pretty sure my CPU (Same from previous build with same diagnostic now when I power up) is fried up...

You can do this, but you should be sure to diagnose the source of your issues. CPUs almost never just die unless physically damaged or aggressively overclocked. It is likely that either something else failed or caused your CPU to fail. Both motherboard failures and RAM failures are at least an order of magnitude more common than CPU failures.
If the problem really is with your cpu, then yes-you can just pull the old one out and swap a new one in.

Thank you for commenting (I actually pretty much double posted on same topic, my bad sry... I'll keep both threads updated on progress) Reason i'm so sure on CPU failure is that I just got new PSU and MOBO so they are out of the question... I used this CPU in my other build that broke down after month of usage. I didn't get to BIOS and display showed "HDMI no signal", USB devices (mouse/keyboard) didn't get any power or signal connected to motherboard. I tried connecting display directly to motherboard to same outcome. So my new build with same CPU does the exact same thing when powered up like last one. I refused to believe my CPU could've fried the first time but now it start to seems way too obvious.
I think I'll resort to buying new CPU next week and running build with that, I'll also contact Intel for RMA and hope for the best. For students income it's really awful to just buy extra 400€ CPU after failing on months use...
Let's hope for the best and stay positive! I'll get new CPU next week and come back with some outcomes on build and RMA.
