Can I remove a disk from a bad hdd and place it into a new hdd?

It is not impossible, but I would not recommend to do so at home. You have to place the disk very precise, otherwise the reader head will hit it and damage the good disks as well.
The safe and cost effective method is making a backup, or shipping the old drive to a company that is specialised for data recovery.
