An i3 8100 doesn't need water cooling. You have the budget, for a better Ryzen 2600, and an Nvme drive.

I only by my parts from Umart Online and some of the ones you listed are not sold by them

Buying from just one place is usually not a good idea, as you get worse deals that way. If you insist though, you could go with a Ryzen 2400g. It's 4c/8t, and will leave you an upgrade path to Ryzen 3000, should you want to upgrade further.
